"My allegiance is to you," Rand said to the undercover cooperating witness, posing as an Orange Community employee, according to court documents. Rand wasn’t alone in the alleged scheme, authorities said. U.S. Attorney Paul Fishman said 14 health care practitioners were arrested Tuesday and charged with receiving monthly bribes in connection with referring patients to the radiology and diagnostic facility in Orange.
